CICL Rules

The Registry of Co-operatives has accepted and registered the new CICL Rules as approved at the 2024 Special General Meeting.

Registration was effected on 20 March 2024.

CICL Non-member contract

The Water Supply Rules in CICL’s Rules and CICL’s Non-Member Water Supply Contract, set out how Coleambally Irrigation Co‑operative Limited (CICL) supplies water to Members and Non‑Members. Water is supplied only in accordance with CICL’s licences, laws, by‑laws and policies, and is limited by each customer’s Water Entitlements, Delivery Entitlements and Available Water Account. Supply may be reduced, suspended or refused where required by law or licences, or due to drought, system constraints or environmental risks.

Customers must use water only for permitted purposes, maintain their farm irrigation and drainage works, comply with CICL environmental and operational requirements, and pay all Contributions and charges set by the Board. Water use is measured by approved meters, drainage discharges are regulated, and over‑use, contamination or non‑payment can trigger enforcement action. Where a customer defaults, CICL may impose fines, suspend supply or trading rights, or recover debts by transferring or cancelling water interests. Customers may terminate water supply with notice only after transferring entitlements in accordance with the rules, settling liabilities and paying any termination fees. The rules are periodically reviewed in consultation with Members and must comply with Australian Consumer Law.


CICL operating licence

The Operating Licence of Coleambally Irrigation Co-operative Limited is approved by the Governor of NSW, with advice of the Executive Council, pursuant to the Water Management Act 2000 (NSW).
